Mitchell council clears consent items, contracts and grants in routine session

The Mitchell City Council on Tuesday approved a series of routine items grouped on the consent agenda and several standalone contract and grant measures.
Council removed one item from the consent agenda for separate handling but then approved the remainder of the consent agenda. Separately the council set an application hearing date of Nov. 3 for a retail malt beverage on‑sale and off‑sale license for 1301 North Main (Bullseye/Bernie’s) and later approved that application with one abstention recorded. The council also granted a transfer of an on‑sale liquor license for a restaurant and bar at 1525 West Havens to Flatts on Havens LLC.
Jessica Picket, community services coordinator, told the council the city’s annual DOT operating grant for transit was approved at $730,041.72. “It’s just shy around $4,000 of our current year’s operating budget,” Picket said, and council moved to accept the grant.
Council approved a three‑year cash‑rent lease award for landfill and wastewater lagoon properties to Brad Barcher after staff reported the city received three bidders and recommended the high bidder. The council also approved a request from a developer for five street lights in the Ridgeview on Foster development and an amendment to the city’s agreement with SBN & Associates to reallocate work among water‑main projects with no net increase in contract dollars.
Labor and personnel matters included approval of a three‑year collective‑bargaining agreement with Mitchell city employees represented by AFSCME Local 2922, which staff said includes a 3 percent wage increase in 2026 and CPI‑based adjustments thereafter. Staff said the 2026 wage increase will cost about $157,599.09 for AFSCME‑eligible positions.
The council also granted a special‑event permit for Parks in the Park’s trunk‑or‑treat on Oct. 31 and approved the renewal of a 2026 medical cannabis dispensary license for Genesis Farms LLC.
All measures were approved by motion, with standard roll‑call votes or unanimous voice votes unless otherwise noted on the record. The meeting concluded with the council moving on to a budget work session.
