City staff presented renderings and a project history that traces the public‑safety campus master plan back to 2010 and includes upgrades staged in 2011, 2015 and later updates. The project scope includes a classroom and office area, special investigations unit space, a break room, and an 18,000‑square‑foot indoor range with 10 lanes and variable distance capability; the package also describes a sally port entrance and K‑9 training areas.
Staff said the solicitation was released Aug. 25, 2025, and the city received 11 proposals on Oct. 2 (nine responsive). Evaluation weighting included 50% proposed cost, 20% contractor experience, 15% key personnel and 15% project approach. Staff recommended awarding the contract to Cloud Construction and advised the council that 2025 certificate of obligation bond funds are available to fund the project. Staff estimated a 17‑month construction timeline.
Council members praised the investment in public safety. A staff member noted the project came in roughly $12.5 million below an earlier projection, calling that a significant savings for the community. Council Member Kuykendall moved to award the contract; Council Member Grant seconded and the motion passed 5–0.
The contract award directs staff to proceed with contract execution and scheduling; the Planning/Engineering and Public Works departments will coordinate construction inspections and contract oversight.
