The Temple City Council voted unanimously (5–0) to approve the abandonment of approximately 0.14 acres — the entirety of a 20‑foot‑wide alley between Block 45 of the JW Roach addition — to allow inclusion of that parcel in a county annex project.
City staff explained that the Texas Transportation Code authorizes a home‑rule municipality to vacate or abandon streets and alleys after a public hearing. Staff said utilities had been contacted and would coordinate relocation of facilities so the block can be made shovel‑ready for county development. The presenter noted the city holds deeds and is pursuing full ownership of surrounding parcels; the outstanding eminent‑domain matters relate only to valuation, with a trial on valuation anticipated in December.
A member of the public asked what would be built on the site; staff said the county will construct a new annex to better meet county needs for serving the Temple area. After the public hearing Council Member Pilkington moved to approve the abandonment; Council Member Kuykendahl seconded and the motion passed 5–0.
