Council directs staff to reject single transmission‑main bid and rebid project

Staff recommended rejecting the bids and rebidding when market conditions may produce more competition.
During discussion, staff said one factor likely suppressing bids was a concurrent large $9 million water project in the region. Council discussed construction timing, potential street repaving impacts and how the awarded scope would repay half of Snyder Street that is trenched for the work.
A councilmember moved to reject all bids and proceed to rebid at a later date, a motion the council voted to approve on a recorded roll call.
