Public works staff explained that an additive bid alternate (200 feet of additional 6‑foot pipe) was listed as a deductive value because a retaining wall option proved more expensive than installing the additional pipe. The presenter said contractors’ means and methods vary and noted the city’s intent to reduce ongoing maintenance burden by directing flows into the new system.
Staff recommended awarding the contract and asked the council to authorize the city manager to approve change orders up to 30% of the contract amount. Council moved, seconded and recorded a unanimous vote to award the contract.
Fiscal note: staff said current project budget is insufficient but anticipated allocations (or general fund backup) will cover the award; staff indicated they have confirmed reimbursement sources or would use the general fund if additional allocations are not available.
