Council limits new short‑term rental permits to downtown, adopts administrative‑citation changes

At its regular meeting, the Tehachapi City Council adopted an ordinance updating administrative citations, short‑term rental rules, garbage and parking regulations, and a schedule of fines. Staff said the changes will allow police discretion in handling code violations, let the council update administrative fines by resolution, and clarify appeals and citation content.
On short‑term rentals, staff said the primary regulatory change is to limit new short‑term rental permits to the downtown area to safeguard residential neighborhoods from noise and parties. ‘‘Existing short term rental permits outside of downtown would be grandfathered in as long as they keep renewing their permit and remain in good standing with the city,’’ staff said. Staff also said they had refined the downtown boundary line on the map and will post the map online and provide it at City Hall for applicants.
After council and public questions about how applicants will be informed, staff committed to notifying applicants during permitting and to informing property managers and local realtors as part of public outreach. A motion to adopt the ordinance and associated resolution for fines passed on a recorded 5-0 vote.
