Taft approves ground lease to state for Middle Mile broadband site; $18,000 annual lease

The Taft City Council on Oct. 21 authorized a communications ground lease with the California Department of Technology to host infrastructure for the Middle Mile Broadband Initiative.
City Manager Jones described the project as a middle-mile fiber-optic installation that would include a fenced compound, a fiber hut, equipment shelter, a propane generator and underground fuel tanks on roughly 2,530 square feet of city-owned property near the intersection of Highway 33 and Petroleum Club Road, plus a 2,250-square-foot access easement. The city would receive $18,000 annually under the proposed lease; the term presented during questions was 20 years with extensions.
Council members asked whether the shelter would obscure the city’s “Welcome to Taft” sign; staff said the access road and shelter would be located behind the sign and would not block the view. The project was described as vetted by the Planning Commission, and staff recommended the council adopt a resolution authorizing the lease and finding the action exempt from CEQA (new construction of small structures exemption was cited).
The council moved, seconded and adopted the resolution on a unanimous vote.
