City staff seeks $250,000 state grant to finish zoning manual and improve permitting

Collins asked the council to permit staff to apply now rather than wait and "ask for forgiveness later." He said the request was to allow staff to submit the application within the deadline and follow up with the council on any required local approvals.
Next steps: staff requested a waiver to proceed with the application and will return with any required ordinance or acceptance language if the grant is awarded.
