The City of Star adopted a committee handbook to provide standardized guidance for advisory committees, covering membership, terms, quorum, open-meeting and public-records obligations, conflict-of-interest guidance, ADA compliance, and recommendation processes.
Clerk Shelly Tilton and staff described the handbook as a consolidation of practices and references from other cities adapted for Star. Councilmember Nielsen praised the draft and proposed refinements — including language noting that a quorum is a majority “unless otherwise specified by ordinance,” limited ad-hoc working-group language to avoid off-record decisions, a late-add agenda procedure and a short onboarding training requirement for new members. The council directed staff to incorporate those recommendations and return with adjusted language while adopting the handbook for immediate use.
Why it matters: a handbook clarifies expectations for volunteers, reduces process confusion, and codifies records and ethics guidance across the city’s advisory bodies.
