Ford Moiardi of Ref Dallas presented the sewer financial plan and rate study, telling the council the utility’s existing rates — last increased in 2017 — will not meet debt‑coverage requirements without adjustments.
"Starting with this year, FY '25, we recommend a 40% rate increase, across the board," Moiardi said, adding a proposed 15% increase in 2027 and 5% increases in later years. The model assumed no customer growth and a modest decline in per‑customer usage; it included a near‑term capital need, the Queen Anne Pump Station, estimated at about $3,000,000.
Moiardi walked council through the model’s outputs and sample bill impacts. He said roughly half of residential customers use 3,000 gallons or less per month and that a typical 3,000‑gallon residential sewer charge would rise from $16.26 to about $22.76 under the first‑year increase — an increase of about $6.50 per month. He characterized the change as a catch‑up for inflation and deferred maintenance since 2017.
Councilors raised questions about the scale of increases and timing; staff and the consultant said the increase is driven by years without rate adjustments, growing capital needs and the need to meet bond covenant coverage tests. The council agreed to consider the study as part of upcoming budget and utility decisions; no formal rate decision was recorded at the meeting.
