Star selects Benetton as top-ranked CMGC for Freedom Hall and directs mayor to negotiate

Staff said 11 firms submitted qualifications and three met the formal criteria; a five-member review committee scored the candidates and ranked Benetton first, HC Company second and ACM third.
Mayor Chadwick and committee members described the scoring process and committee composition. Councilmember Hershey noted an item in Benetton’s submittal that the company has historically returned excess contingency funds to agencies on completed projects, which he highlighted as an ethical marker for public projects. The council voted to accept the committee scores and directed the mayor to begin contract negotiations with Benetton.
