Starpoint Phase 2 reduced to six lots; council approves DA modification

The council approved a modification to the Starpoint Subdivision Phase 2 development agreement that reduces the previously approved 12-unit entitlement to six single-family detached lots and updates setbacks, parking, and proportionate-share language. The applicant team — planner Nicolette Womack and developer Randy Clarno — told council market conditions and site constraints made the original townhome approach infeasible.
Womack said the revised plan lowers density to about 1.95 dwelling units per acre and retains compatibility with the existing Starpoint neighborhood while improving lot configuration. The developer said a builder has been identified and that lots will be annexed into the existing Starpoint Phase 1 HOA: “We do have a builder for the project…it's a builder that is currently in Starpoint, and it's building in that $850 to $1.1 million price point,” Randy Clarno said.
Council considered fire and access modeling for a 28-foot private road with one-side parking and heard the fire marshal’s apparatus modelling shows the configuration is workable. Councilmembers said the reduction resolves several prior concerns from the earlier approval and voted unanimously to approve the DA modification.
Why it matters: the modification lowers density in this portion of Starpoint, alters anticipated housing product and places the new lots under the Phase 1 HOA and its amenities.
