Richmond board approves multiple personnel orders, hires and routine appointments

The board also approved Order 25-161 to hire Justin Harvey as Firefighter I (contingent on background checks) and Order 25-163 to hire Ethan Woods as a police officer, with the chief noting possible DOCJT academy availability in December.
Other personnel items adopted by unanimous vote included acceptance of the Richmond Housing Authority Board resignation of Johnnetta Barger (Order 25-160), acceptance of the public-works resignation of Sean White (Order 25-162), and the reclassification in the recycle department of Sean Pixley to warehouse supervisor effective Nov. 10, 2025 (Order 25-168). The board also appointed Roxanne Fry to the Richmond Industrial Development Corporation to serve the remainder of a term expiring Feb. 12, 2026 (Order 25-167).
Commissioners offered brief remarks recognizing the officers and employees being honored; family members participated in a short pinning ceremony for Sergeant Justin Charles and Supervisor Danny Pollard.
