Building Health asks Pittsburg for letter of support for Care Van KDOT grant after reporting 6,845 rides

Becky Gray, director of Building Health Inc., and Cassie Jones, transportation program manager, told the Pittsburg City Commission on Oct. 14 that their Care Van service provided 6,845 rides in the last program year and requested a letter of support for a KDOT FY27 general public transportation grant.
Gray described Building Health Inc. as a nonprofit subsidiary of the Community Health Center of Southeast Kansas and outlined a funding approach that uses nonemergency medical transportation billing to Medicaid to generate local match revenue. "We are in the process of drafting a grant that's going to go to KDOT, and it'll fund fiscal year 27 under the KDOT program," Gray said, noting the program's standard local-match requirement is roughly 30 percent.
Commissioners asked whether the local match would require city funds and what would happen if federal funding were reduced. Gray and Jones said their strategy is to generate the local match internally via NEMT revenue and that KDOT-funded vehicles are restricted to program uses; without KDOT funding some vehicles would have to be divested but non-KDOT vehicles could continue NEMT services.
The commission agreed to consider providing a letter of support and staff received a sample letter submitted to Tammy Nagel for review.
