Council amends bulky‑trash code to use camera documentation for pickups

The North Platte City Council on Oct. 21 approved on first reading Ordinance No. 4229 to revise the city code on bulky‑trash collection.

Lane, who presented the ordinance, said changes will allow the public‑works crew to use the city’s camera/Rubicon system to document bulky items (what they are, where they are and the time) and bill customers without requiring them to obtain a sticker in advance. “With our camera system, our Rubicon system, we're able to actually document bulky trash where it's at, what it is and the time,” Lane said, describing a system that can route pickups more efficiently.

Council members asked for clarifications: whether oil containers limited to "one‑gallon" in the current code would force residents who change oil (usually sold in 5‑quart jugs) to repackage; staff said the one‑gallon language was historic and not intended to bar collection of larger consumer containers, and that used oil is not expected to be charged a pickup fee because the city reuses the material in the shop oil burner. Council also discussed alley pickups, timing for street pickup on snow emergency routes, and surcharge procedures when residents place ordinary garbage beside dumpsters.

After discussion, the council called the question and passed the ordinance on first reading. Staff said operational details (signage, route pricing, pickup frequency) will be refined during implementation.

Next steps: staff will finalize code language for second reading (if required), publish the ordinance per code and issue implementation guidance to crews and residents.
