Council approves multiple EDC incentives, Terra Builders agreement and Legacy Square appointment

On first reading the council approved a rental incentive request for a spice company (incentive not to exceed $10,000, payable after the first full year), and Kelly said the business had not yet received payments under the program. The motion to approve that item carried 5–0.
The council also approved an economic performance agreement for Terra Builders (Nixon Industrial), a speculative developer planning three 25,000-square-foot tilt-wall buildings on about 9.56 acres. Kelly said eligible infrastructure improvements are about $765,000 and the proposed incentive was not to exceed $61,336 (about 8% of the eligible costs). The motion carried 5–0.
Council voted to cast both of its votes for Melissa Noriega to represent Tomball on the Harris Central Appraisal District board; the transcript records the resolution as "Passes 4 2 1." The council later approved appointment of Councilman Randy Parr to the Tomball Legacy Square advisory committee (term discussed as two years); that motion carried 5–0.
Finally, the council approved an incentive for Hulshear Weatherstrip Manufacturing for an expansion of roughly 45,375 square feet and a proposed incentive of $30,000 based on $3,000 per job for 10 new employees; that motion carried 5–0. Kelly said the company currently employs about 167 people.
