The Taft Planning Commission on Nov. 25 voted 4–0 to recommend that the City Council adopt the 2025 California Building Standards Code (commonly Title 24) and incorporate CAL FIRE fire hazard severity maps by reference.
Planning staff explained the 2025 code is a triennial statewide update that reorganizes chapters and includes new provisions for the California Wildland‑Urban Interface Code, energy‑efficiency enhancements and expanded green building measures, including electric vehicle infrastructure. Staff said local adoption ensures the city enforces consistent, up‑to‑date standards; if the city does not adopt by Jan. 1, 2026, the state code will apply automatically to building permits.
Commissioners asked clarifying questions about wildfire‑related map designations and other updates. No members of the public spoke during the brief public hearing. After discussion, the commission moved and seconded a resolution recommending the City Council amend Title 5 of the Taft Municipal Code to adopt the 2025 code and CAL FIRE maps (with stated exceptions/edits). The motion passed 4–0 with one absence. Staff will forward the recommendation to the City Council for final action.
