Economic development committee asks planning commission to review design standards and stormwater fee use

The Economic Development Committee reported work compiling design standards and a list of 15–18 items for the planning commission, and asked for a review of stormwater practices and transparency about how stormwater fees are spent.
Representatives of the Yamhill Economic Development Committee told the council on Oct. 8 they have compiled examples from 10–12 cities to inform local design standards and plan to submit a list of roughly 15–18 items for planning commission review. The committee specifically asked the planning commission to consider stronger stormwater standards and clearer definitions of stormwater fee usage.
Committee members said a stormwater fee currently appears on utility bills but the council and committee are unclear how those funds are being used. They asked staff (finance and the planner) to review the budget and explain the fee’s allocation and how stormwater projects are being funded. The committee urged the council and planning commission to address stormwater drainage that currently discharges raw runoff into a creek in parts of town.
Next steps: EDC will meet with city finance staff and the planner to clarify stormwater fee accounting and will present recommended code changes and design standards to the planning commission for consideration.
