The Westminster Historic District Commission recommended a primary logo and companion grayscale mark for the city's 250th commemoration at its Oct. 1 meeting and discussed a suite of related programming and outreach.
Staff presented eight logo options for the commission to consider. Commissioners narrowed the design choices and made a motion to recommend design #1 with design #2 as a grayscale companion; the motion was seconded and recorded as adopted. The commission instructed staff to forward the recommendation through city processes for final approval.
On programming, staff said Carroll County GIS and Carroll County Economic Development are preparing a story map for downtowns that will include audio and links; the county team will prepare mapping and audio while the commission supplies content (150-word items and hyperlinks). The commission set an internal target of April nd May 2026 for the story map to be ready.
Commissioners also discussed banners and flags for the countywide effort, preferring the city to supply its own 250th-branded banners while coordinating with county assets. The commission discussed bulk purchasing to reduce costs and asked staff to coordinate county and city logos where appropriate.
Event elements discussed included a temporary window-painting contest (residential and commercial divisions), bunting, and a decorating contest judged near Flag Day; commissioners proposed a registration deadline of June 1 and judging on or around Flag Day (June 14) with winners staying visible through the summer. Commissioners also tasked staff with creating a sign-up form for the city website and drafting outreach letters to downtown property owners about spring facade improvements. Staff noted an application date for potential facade grants (round 1) of Feb. 10, 2026, if funding is available.
The commission discussed visual-documentation issues for promotional photography (trees obscure facades in some seasons) and suggested winter photography or drone options.
Next steps: staff will prepare the recommended logo transmittal, supply content guidance to the county GIS team for the story map, draft outreach letters regarding plaques and facade grants and publish a registration form for the decorating contest.
