Westminster HDC gets contractor contract, signage update and plans Patriots Trail unveiling

The Westminster Historic District Commission received several administrative updates on Nov. 5, including acceptance of an implementation-plan contract, progress on entrance signage and planning for commemorative programming linked to the nation's 250th.

Staff (Lauren, Speaker 2) said the contract for the commission's implementation plan was delivered and the state and contractor have been patient; she said the commission can now move forward with the contractor. Staff also said the historic-district entrance signs have been physically marked and that staff expect to purchase the signs in early January once final approvals and procurement steps are complete.

Commissioners discussed commemorative flags and plaques to mark the nation's 250th; staff explored the cost trade-offs between one standard plaque for all designated buildings (more cost-efficient) versus customizing wording per building (higher cost). Staff committed to contacting homeowners when letters are ready and commission members offered to help with door-to-door follow-up to explain the program and answer questions.

Chair also announced that the city had received the state's first Patriots Trail marker for Westminster Cemetery (sponsored by the Sons of the American Revolution and the Williams G. Pomeroy Foundation) and that the commission was planning an unveiling event in spring—tentatively during Preservation Week in May—to allow partners time to coordinate. Commissioners discussed avoiding combining the unveiling with Memorial Day observances to preserve a separate focus for the commemoration.

Separately, staff reported they are awaiting notification on facade-funding awards from the state Department of Housing and Community Development, with decisions expected by December and potential program disbursement or application rounds to follow early next year.
