Wagoner Council approves contracts, insurance purchases and a PR hire; tables splash-pad design to January

WAGONER, Okla. — The Wagoner City Council on Oct. 6 approved a series of contracts, invoices and insurance purchases and appointed a city public relations officer while postponing final action on a proposed splash pad.
Council approved a recommendation from Infrastructure Solutions Group LLC to award a contract to Proline Fence and Gate LLC for the Elmwood Cemetery north fence and authorized payment of related invoices. Staff said the design-and-bid work was completed by Infrastructure Solutions and described the base fence bid and an alternate for gates; the council also approved an invoice of $5,000 to Infrastructure Solutions for plans and specifications.
The council approved a no-cost change order to extend the completion date for the wastewater treatment plant headworks project and later approved contractor pay application No. 3 for $85,303.35 to Darris Contractors LLC after staff confirmed materials were on site.
The council reviewed a $14,770 work order to develop engineering plans for a proposed splash pad and debated whether to proceed now or wait until a later budget cycle. Council members and staff agreed that a competitive bid process and an engineered estimate were required; the council voted to table the item until the January 2026 meeting to allow more design work and cost estimates.
City leaders also approved two insurance actions with coverage arranged through the Oklahoma Municipal Assurance Group: (1) building and contents insurance that includes functional building replacement coverage for city facilities and (2) a package of general liability, automobile liability, equipment physical damage and cyber breach response insurance. Staff said the revised insurance quote reflected the removal of several surplused vehicles.
On personnel, the council approved the appointment of Drew Allen as public relations officer at a salaried rate of $40,560 per year, effective Oct. 7, 2025. Staff introduced Allen and noted he has social-media marketing experience; councilmembers asked about prior experience and potential conflicts before approving the hire.
