Water treatment plant construction on track for winter-slated slab pour, superintendent says

Valley Center's water treatment plant project remains on the contractor's schedule if the critical process building slab can be poured before cold weather, the project superintendent told the City Council.

Reid Harmon, the project superintendent, said crews completed the backwash basin that enabled the process building work and have poured grade beams around the process building. "The goal is to get that building slab poured by December 12," Harmon said, adding that doing so would allow masons to begin masonry walls and the metal building to be erected.

Harmon outlined the construction sequence: once the slab and masonry are completed and the metal building is dried in (targeted for March), interior process piping, pumps and skids will be installed. Green sand vessels are scheduled for delivery around June, after which remaining underground piping and startup activities will proceed.

Council members asked about the weather risk to the December target and the superintendent said meeting the date would be a "push" and staff were coordinating with electricians and scheduling potential Friday work to meet the deadline.

Harmon also described work on outside structures, manholes, underground sanitary sewer and chemical piping; he said the steel-bolted clear well tank work is expected to start in March with completion in April, and raw water line activities are anticipated to start or conclude in July depending on the sequence. He concluded by saying startup activities are planned for the months after major equipment installation.
