Property representative says berms in place and work paused at 516 Mountain Road; restoration plan due in spring

At the Nov. 18 Torrington Inland Wetlands meeting a property representative described stabilization work at 516 Mountain Road and said lower‑site activity has stopped for the winter while the owner and consultants prepare a restoration plan for spring.
Joe Paganini told commissioners crews installed berms of stone and earth above the pond to reduce runoff and siltation, and that photos of on‑site erosion controls were provided to staff. He said he and his team will return in the spring with a restoration plan that includes plantings and phragmites removal; he also stated that a city attorney declined a requested meeting and that further coordination will occur with staff and consultants.
Staff confirmed work in the lower portion of the regulated area has ceased and noted an on‑site soil scientist and surveyor will update existing site conditions mapping to inform a winter restoration plan. Commissioners did not vote on new fines at the meeting; staff indicated they would not initiate additional enforcement actions while a permitting/restoration process is pursued.
