The Torrington Inland Wetlands Commission on Nov. 18 approved a one‑year extension and minor modifications to a restoration permit for the property listed in the meeting materials as 207 Silverbrook Lane.
The applicant asked for more time to complete restoration work begun under a 2023 permit that is expiring Nov. 21, 2025. The commission’s enforcement officer, Nate Nardi Cyrus, described the original permit and inspected on‑site erosion controls; he recommended allowing limited regrading in the upland area with standard sediment‑and‑erosion controls in place. Staff said the work has included silt fencing and partial regrading to stabilize an abrupt bank leading into the wetland.
At the meeting the homeowner described plans to “pull back about 3 feet” of soil on a small bank to taper the lawn into the wetland and to seed the area with a certified wetlands seed mix. Commissioners stressed the need to establish a durable delineation where trees no longer mark the wetland boundary. Commissioner Jeremy DeCarli suggested either a row of plantings or permanent markers and recommended spacing roughly 20 feet apart along the approximately 100‑foot wetland frontage.
The motion approved by the commission extends the permit for one year (to 11/21/2026), authorizes limited regrading in the upland to restore the disturbed bank, requires installation of erosion controls and a certified wetlands seed mix, and requires delineation of the wetlands boundary where trees are absent via planted trees/shrubs and/or fence posts with signage spaced at staff’s discretion (approximately every 20 feet). Staff (Nate Nardi Cyrus) will work with the property owner to finalize species and marker details.
The commission also directed as a formal minor modification that staff include authorization to remove a dead tree spanning a nearby watercourse, provided the work is carried out without entering the channel and using best management practices to minimize disturbance.
The vote to approve the extension and conditions was unanimous.
