Megan (grant/engineering staff) told council the change is necessary because the additional scope exceeds the 25% change‑order threshold allowed under local government code, so staff recommends canceling the original contract and reissuing a contract that includes the expanded scope. Staff said HUD has approved including the extra work in the grant and that HUD funds will cover the added design costs; staff referenced a $2,000,000 grant for design in the discussion.
Council members acknowledged the grant funding and thanked staff for securing outside funds; no additional city match or cost was announced during the discussion.
