Council approves TEDC incentives for Cheddar’s and Olive Garden; projects promise new jobs and investment

TOMBALL, Texas — Tomball City Council gave initial approval Oct. 6 to two TEDC infrastructure‑style incentives to support restaurant development in the city.
TEDC staff presented a Cheddar’s Casual Cafe project, a 6,181‑square‑foot full‑service restaurant on 2.14 acres at FM 249 and Alice Road, with an incentive not to exceed $164,463 and an estimated capital investment of about $5.6 million. Staff said the project is expected to generate a five‑year net benefit for the local economy and estimated full‑time equivalent employment for the location.
Council also approved the first reading for an Olive Garden to be located on FM 2920 and Alice Road with an incentive amount not to exceed $219,502. TEDC staff said Olive Garden participates in Darden’s Harvest program to redirect leftover food to community partners.
Both motions passed 5‑0 on first reading. TEDC staff said construction for the Cheddar’s project would look to begin in January 2026, with two building pads and dual access points from Alice and Business 249.
What’s next: the projects will proceed through any required building permits, site‑plan approvals and TEDC contractual steps. Incentives are structured to be paid in a way that reduces short‑term budget impact.
