TOMBALL, Texas — Tomball City Council unanimously approved an incentive agreement Oct. 6 to support CSE West Industries’ plan for a multi‑phase manufacturing and office campus on roughly 72.8 acres at the northeast corner of Highway 2920 and 2978.
TEDC staff said phase one would create about 300 full‑time jobs and construct approximately 150,000 square feet of office/warehouse space; the incentive for phase one would not exceed $660,000 and would be paid over multiple years to reduce budget impact. Tiffany (TEDC staff) told council the company is consolidating operations and aims to be operational in time to meet certain lease expirations in early 2027.
Council members asked staff questions about traffic, site access and whether testing activities (small hydraulic tests) would occur on site; staff and the applicant representative characterized the testing as small, self‑contained instrumentation tests rather than large oilfield operations. Staff said they expect future site plan submissions and will encourage driveways to align with nearby intersections to minimize traffic conflicts.
Council approved the agreement 5‑0. The agreement is for phase‑one incentives only; future phases would require additional approvals and plan review.
Implications: the project represents a significant economic development prospect for Tomball, with projected job creation and capital investment; staff will continue plan reviews and coordinate traffic and infrastructure requirements.
