Domestic Violence Resource Center to break ground Nov. 4 on expanded shelter; Sparks proclaims October as DV awareness month

The Sparks City Council issued a proclamation on Oct. 13 declaring October 2025 Domestic Violence Awareness Month and heard from Kristen Kennedy, executive director of the Domestic Violence Resource Center (DVRC).
Kennedy said the DVRC serves Northern Nevada, including many families in Sparks, and reported the organization assisted more than 4,300 individuals fleeing domestic abuse in the prior year. She described services including shelter, legal advocacy and counseling and announced a groundbreaking for a new shelter and resource center on Nov. 4 that will expand capacity from 25 beds to 100 beds.
Council members presented a proclamation recognizing survivors, honoring advocates, and encouraging residents to support services that prevent and respond to domestic violence. City attorney Wes Duncan was recognized for advising the DVRC on the shelter project.
The council encouraged attendance at the Nov. 4 groundbreaking and thanked the DVRC for its work. The proclamation and the announcement in council minutes do not commit city funding in the meeting record; the presentation acknowledged the city's advisory support and the organization—s plans to proceed with construction and outreach.
