Neighbor objects to proposed 3rd Street West roundabout, cites safety and cost concerns

Loretta Carr, who said she has lived at 705 3rd Street West for more than 30 years, spoke during the public comment period on Nov. 19 to oppose a planned traffic circle at 3rd Street West and Perkins Street. Carr said the Traffic Committee did not contact nearby residents or businesses before proposing the change and that none of the three residents and one business she spoke with knew about the plan.
Carr told the council that large delivery trucks (UPS, U.S. Postal Service, FedEx, Amazon and others) use the route regularly and would have difficulty navigating a roundabout with a central island, and she expressed concern for elderly drivers and for pedestrians using electric mobility devices. "This roundabout will create a dangerous impediment to pedestrian, bicycle, and vehicular traffic," she said, and asked the council to stop the construction of what she called an "unsuitable and dangerous traffic barrier." Carr also cited an estimated project cost of over $1.8 million with $277,000 estimated from the city budget.
Council did not take immediate action on the proposal during this meeting; the comment was recorded as part of public comment and will inform any later discussion or decision on traffic‑calming measures.
