Planning liaison Miss Davis reviewed the ARB’s process, noting the board voted 5–2 to approve paint on the stucco portion only and to deny painting unpainted historic brick based on preservation standards: brick is intended to “breathe,” non‑breathable paints can trap moisture and accelerate deterioration, and painting historic, previously unpainted brick is often irreversible. Miss Davis referred to Secretary of the Interior guidance and the city’s local design review work underway.
Owner Kevin Randesi argued the ARB applied inconsistent standards and engaged in selective enforcement, citing other downtown painted‑brick buildings and alleging a conflict of interest because the ARB chair owns a painted‑brick property. Multiple residents and property owners gave mixed testimony: some urged flexibility to allow building improvements, others cited long‑term preservation concerns and technical guidance about breathable vs. non‑breathable coatings.
After public comment, Vice Mayor Joiner moved and Councilor Ellis seconded to remand the appeal to the ARB for additional consideration; roll call was taken and the motion carried. The remand directs the ARB to revisit its decision and provide additional findings consistent with state and local preservation standards.
Next steps: the ARB will reconsider the application under council direction; any future council action will follow the ARB’s amended decision.
