Staff updates CDBG/HOME programs, Bertha's Place shelter and 2026 application schedule

Staff told the Urban County Policy Board that PY2025 CDBG and HOME grant agreements have been submitted to HUD, the Bertha's Place shelter scope reverted to the original roof/windows/siding plan to move contracting forward, and the PY2026 application round advanced 20 proposals to the full application stage.
County staff updated the Urban County Policy Board on program and project activity during the Nov. 10 meeting. Staff reported that program-year 2025 CDBG and HOME grant agreements have been signed by county staff and submitted to HUD, pending federal re-opening and final execution.
Staff said it is in the middle of a substantial amendment to move CDBG funds from a Battle Ground Northeast Parkway building into the housing preservation program; public comments on that amendment are being accepted through Nov. 24. The Vancouver Housing Authority's Bertha's Place shelter will revert to the original scope of roof, windows and siding plus architectural design work to speed contracting; an RFI for an architect has been released and the environmental review is about 90% complete.
On program-year 2026 applications, staff said 23 pre-applications were received and 20 were advanced to the full application round. Staff noted category demand exceeds available funds in several categories and will present staff recommendations at the board's March meeting after scoring by the board.
Staff also summarized quarterly reports: neighborhood improvement environmental reviews are underway, business assistance contracts (Proud Ground and Evergreen Habitat for Humanity) are moving to execution, contract modifications have been used to help timeliness in several programs, and Lifeline required an early top-up after serving more clients than anticipated.
Staff asked board members for training topics for 2026 and proposed a meeting schedule of January, February, March, June, September and November.
