The Attendance Zone Advisory Commission for the Clark County School District met Oct. 28, 2025, to review zoning scenarios intended to improve feeder alignment and relieve crowding at several schools. Commissioners heard staff presentations of one middle-school scenario (M1) and two high-school focus-area scenarios (H1 and H2) but took no formal rezoning action, instead directing staff to review community comments and return at the commission’s next meeting.
District staff provided an enrollment update and data to support the scenarios. “The only report I have is an update that the October 1 enrollment reports are posted on the demographic zoning and GIS website at dzg.ccsd.net,” said district staff member Ms. Murphy, who told commissioners monthly reports will be posted on the first working day of each month.
On the M1 middle-school scenario, staff said the proposal would move the majority of middle-school students south of Windmill Lane (between Durango Drive and Buffalo) to Fest Middle School to better align elementary-to-middle feeder patterns. Staff noted that the commission’s typical recommendation is to grandfather currently enrolled students so they may finish at their present school while incoming sixth-graders and new students would be rezoned.
For the H1 high-school focus area, staff said the scenario would provide enrollment relief to Sierra Vista High School by shifting a portion of students to Durango High School. Staff also told commissioners a previous map had a transposition glitch that was corrected; the corrected geographic counts were shown as Durango 3,177 and Sierra Vista 4,709.
On H2, which would shift some students to Green Valley High School and reduce the need for some students to cross I-215, staff said the item had generated three emails from the community and one packet (dated March 24) that included attachments and a homeowner survey. Chair and commissioners asked staff and local members to review those materials and consider an additional scenario based on the comments.
Commissioner Dave Flatt asked whether a small portion of the Basic Academy attendance area could be rezoned into Green Valley. Staff replied that the geographic figure for the area is 3,047 students, Basic Academy’s current enrollment is 2,189 and its capacity is 2,132 (about 102.67% of capacity), and that roughly 34% of geographic students currently choose to attend a school outside the Basic attendance boundary, which is why staff presented both geographic and enrollment numbers for context.
Several commissioners said they had not had time to review the community packet in detail. “I’d love to dig into this,” said Commissioner Brandon Davis, asking to review the comments before the next meeting. Commissioners agreed the item would be studied offline and taken up again at the Nov. 18 meeting.
Procedurally, the commission adopted the meeting agenda and approved minutes by unanimous voice/roll-call responses. No public comments were received for items not on the agenda. The commission set the next meeting for Nov. 18 at 9:30 a.m. (the room must be vacated by 10:30 a.m.) and adjourned after a verbal vote.
What’s next: staff will compile and review the community-submitted materials and may prepare an additional scenario; the commission will re‑visit all three focus areas at its Nov. 18 meeting and may request maps, enrollment projections, or alternative boundary options at that time.
