Cloquet board approves ELL stipend, Juneteenth MOU and partnership reporting arrangement

The Cloquet Public School District board on Oct. 27 approved an administrative package that included a six-period stipend to help formalize the district’s English language learner program, the addition of Juneteenth to principals’ contracts and an agreement to provide targeted-services reporting for ISD 701 (Hibbing).
Administrators told the board the district’s ELL population has grown in recent years and that the district has a licensed ELL teacher available to lead a structured program. The administration requested a sixth-period assignment for that teacher — "about $4,000 a year" — to design and run the program, saying the position had been vetted by Mary Margaret Mathers, the district’s special education coordinator.
A board member asked for current ELL counts and was told the district had roughly 13 students for whom English is not the primary language, up from a much smaller number in prior years. Administration confirmed the stipend would be paid from restricted ELL funds. "So the money is there," the business manager said.
The board also approved a memorandum of understanding with the Cloquet Principals Association to add Juneteenth as a paid holiday in principals’ contracts, noting that state law from the 2023 legislative session required the change.
Separately, administration said ISD 701 (Hibbing) does not operate its own ALC and contracts with Cloquet to run targeted-services reporting under Cloquet’s umbrella; Hibbing compensates Cloquet for backend MARS reporting. The board approved that agreement.
Finally, the board granted a waiver of high school auditorium and cafeteria fees for an upcoming community public health event organized with Community Memorial Hospital.
Next steps: The stipend and agreements were approved by voice vote. Administration will implement the ELL program using the district’s restricted ELL funding and will coordinate logistics for the facility waiver and the targeted services reporting agreement.
