Clayton County Board roundup: personnel moves, ordinance amendment, settlements and executive session results

The Clayton County Board of Commissioners approved several administrative and legal items at its Nov. 4 meeting.
Human Resources Director Pamela Ambrose presented LR10149 to set entry compensation for a Planning Administrator from Grade 27 Step 1 to Grade 33 Step 1 tied to the merger of Community Development and Economic Development; staff estimated a $29,515 cost and told commissioners the position is budgeted. The board voted to approve the personnel change.
After executive session on litigation and personnel, the board approved hiring LaToria Marzell as Deputy Court Clerk supervisor at Grade 21 Step 15 with an incremental cost reported as $10,388. The board also approved hiring Mr. Mendoza as Building and Maintenance Director effective Nov. 8.
The board adopted Ordinance 2025-243, amending the Clayton County Code (part 1, article 4) to add department directors and department heads back into the county’s civil service system; staff explained advertising and that the meeting served as the required reading under the county’s home-rule requirements.
County Attorney presented two settlement agreements: one arising from a July 7, 2024 auto accident in the amount of $55,000 and another connected to an Oct. 8, 2021 accident and a related civil action (2023 CV 02639) in the amount of $155,000; the board approved both and authorized the CFO to amend the budget to record the related revenue and expense entries.
The board moved into and then reconvened from executive session to discuss litigation and personnel; all executive-session votes and personnel matters reported on the record were approved by voice vote. The meeting adjourned at 9:20 p.m.
