Clay County commissioners approve lease addendum, renovation contracts and traffic changes; bids opened for bank stabilization

The commission unanimously approved an addendum to the 2021 lease with the Lake County Park Association that, according to Speaker 1, "restat[es] more clearly that this lease is now a month to month lease can be terminated by either party with 30 days notice," assigns hunting rights to the Park Association, and assigns hunting liability to Clay County Park. Commissioners discussed a small adjacent parcel that staff said appears not to be part of the lease and directed staff to confirm the property lines before any further action.
Commissioners also voted to accept two renovation contracts for the Public Safety Center and the courthouse third floor, authorizing preconstruction work and permit filings. Speaker 1 told the commission the design-build compensation and contingency language had been negotiated and reviewed by county counsel and outside counsel; the transcript does not include a line-by-line tally of contract compensation by bidder and those details will be finalized in the contract exhibits.
The board adopted Resolution 2025-27 to amend a prior resolution and close the auditor’s office on specified training dates in October and November; the motion carried after vocal assent during roll-call-style confirmation. Separately, the commission approved a traffic-control resolution to place stop signs at the listed intersection (north and east approaches).
On procurement, counsel advised the commission that a sealed bid for the bank-stabilization project (Structure 14-125-120) arrived after the published 5 p.m. Friday deadline and "by state law the county cannot open this bid or accept this bid." Commissioners read aloud the timely bids on the record; staff will tabulate the bids, check for required NRCS concurrence, and return with a recommendation.
The meeting concluded with a notice that the Oct. 28 commission meeting will be held at the new Public Safety Center at 1250 Stanford Street. The commission then adjourned.
