County staff update planning commission on FEMA buyout timeline and quarterly work plan

Community Development Director Gail Henriksen updated the Clatsop County Planning Commission on the department’s annual work plan and on FEMA’s buyout process.
"They issued their draft environmental impact statement, I believe, in July," Henriksen said. She said comments on the draft were due Oct. 6 and that Clatsop County submitted comments. Henriksen said whether FEMA moves forward will depend on federal funding and legal developments, including a lawsuit filed in 2023 and a related injunction currently on hold.
Henriksen also described the department’s practice of bringing draft work plans to the planning commission early in the year to solicit input and noted the commission is provided with quarterly updates on ongoing projects.
No public comments were offered on the work plan during the meeting. Henriksen said staff will continue to monitor the federal process and return updates to the commission as information becomes available.
