County staff and the facilities manager told the board the CGL preventative‑maintenance contract funds had been exhausted and an inspection found nearly half of the sprinkler heads in the jail had been capped or plugged — which staff attributed to vandalism by inmates and said left the facility out of fire‑code compliance. “We have exhausted the CGL based contract amount that was originally budgeted,” staff said, adding the amendment covers the remaining six months of the CGL contract and sprinkler repairs.
Commissioner Allen asked whether this request duplicated previous amendments; staff clarified the $1.2 million earlier approved covered fire alarm system replacement while the current amendment covers corrective maintenance, contracted preventative maintenance and the recent sprinkler repairs.
The board moved and approved the amendment by voice vote. No roll‑call tally was recorded in the public transcript.
The approval authorizes staff to proceed with contract payments and repairs; staff said they are evaluating whether to change the county’s contract approach from a reimbursable corrective contract to a fixed preventative‑maintenance agreement in future budgets.
