CCSD board approves notices to change 'change of school assignment' policy and regulation to open enrollment

The Clark County School District Board of Trustees voted Oct. 9 to approve notices of intent to amend Policy 5.112 and Regulation 51.12, renaming the district’s “change of school assignment” process as an open-enrollment system to align with Assembly Bill 533 and Nevada Revised Statutes requirements.
Chief Academic Officer Dustin Mansell and Assistant Superintendent Gia Moore outlined the proposed amendments. Moore said the changes shift the policy title to “Enrollment in a School Outside Assigned Attendance Zone,” expand language to cover open enrollment and other school choice options, and move detailed operational language into the accompanying regulation. The presented regulation clarifies categories for enrollment outside assigned zones — including school choice acceptance, children of district employees, IEP‑based assignments, alternative school assignments, prime6 options, homeless and foster care protections and administrative assignments — and requires that requests be submitted in writing via an online application with two annual windows.
The regulation also states that accepted open‑enrollment seats require parent/guardian acceptance by a deadline or the offer will be revoked; transportation services are not available for students who enroll through open enrollment or non‑magnet choice options; athletic eligibility rules remain governed by district Regulation 51.35.1. Moore said open‑enrollment requests will not be accepted for magnet programs.
Trustees asked clarifying questions about the distinction between open enrollment and other school choice options and about National Interscholastic Activities Association (NIAA) athletic eligibility; staff said those conversations continue and that they will follow up with trustees on NIAA policy alignment. Trustees moved and seconded the notices; both motions passed unanimously 7–0.
The notices will proceed to the next administrative steps, including posting of proposed regulatory language and any required public comment periods before final adoption.
