Board to consolidate employee policies into a Lexipol-hosted handbook; no action taken tonight

Jenna said the board is accustomed to approving an employee handbook and that bringing the collection of policies forward as one document would be consistent with past practice. "...bring that to you as a document, ... with a presentation from city administration on what has changed then to now," the presenter said. She indicated the current 2025 handbook the board is operating under is roughly 50 pages and that staff do not expect major substantive differences in the consolidated document, though a few leave policies remain under discussion at the city level.
Board members asked whether the library board would retain discretion to adopt policies different from the city’s versions; staff replied the library board does have that legal authority, though maintaining separate policies can complicate HR administration. The board reached informal consensus to move forward with the consolidated employee handbook and will revisit the matter at its December meeting; no formal vote was taken tonight.
