Wendy, presenting the staff report, said the council first reviewed the annexation on Sept. 2 and postponed action after the discovery that a 30-foot easement could encroach on a residence. A survey and site plan were included in the packet. Wendy said the easement allows existing structures to remain in their current footprint until they are abandoned or demolished but prohibits any expansion within the easement area.
She noted the property has a growth-policy designation of rural residential and that WR-1 is not fully compliant with that designation but that the rezoning was consistent with county R-3 and met review criteria. Staff recommended approval of the annexation with the proposed easement condition.
After the public hearing, with no public comments, a councilor moved to approve Resolution 25-36, the motion was seconded, and the council adopted the resolution unanimously.
What happens next: the annexation and rezoning will be incorporated into city records and the staff easement condition will remain in effect; the council may revisit related easement accounting if future issues arise.
