West Fargo commission narrowly backs regional transit plan amid concerns over stops and access

On Oct. 20 the commission voted 3–2 to issue a resolution of support for the Metro COG 2026–2030 Transit Development Plan while several commissioners said they need more stop-level data and assurances about grocery, hospital and VA access for West Fargo riders.
Adam Altenberg, representing Metro COG, presented the 2026–2030 Transit Development Plan and coordinated transportation recommendations, describing route adjustments and service scenarios intended to reduce transfers and increase bi‑directional routing. Altenberg said the plan would disrupt only about 0.4% of current riders while increasing the number of residents served by about 2% and job centers served by about 5%.
Commissioners pressed for more granular stop-level detail and jurisdictional breakdowns of survey respondents and ridership. Several said the plan appeared to route buses past multiple West Fargo grocery stores without direct stops and raised safety and winter access concerns for narrow streets such as Second Avenue. Commissioners requested a future presentation from Fargo Transit or other operational staff to answer questions about stop locations, shelters and covered stops.
Despite those reservations, Commissioner Olson moved and Commissioner Anderson seconded a resolution of support to meet Metro COG’s public‑participation requirements; the motion passed 3–2. Commissioners who voted for the resolution said they expect follow‑up briefings and possible adjustments before Metro COG’s final approval in December.
