Council approves fire department equipment, lease financing, contracts and multiple development ordinances

Fire Department purchases: Council approved an access control system purchase from Elliott Data Systems Inc., under a $28,000 departmental budget. Staff noted the headquarters piece of that purchase is $17,884.18 and includes repair to an ADA door. The council also approved buying 10 thermal imaging cameras; staff said the department selected a lower-cost model after a two- to three-year field review and requested up to $60,000 of a $62,000 budget. “They’re heat-seeking cameras... whether it’s looking for a person in a building or looking for hot spots on a vehicle for final extinguishment,” a fire-department presenter said.
Fleet financing: Council approved a master lease/purchase agreement with PNC Bank National Association to prepay and acquire two pumpers. Staff said prepaying will capture an estimated $178,000 in discounts; the proposed lease is for 12 years with two interest-only years followed by 10 payments at roughly 4.81%.
Environmental and maintenance contracts: An SCS Engineers contract for semiannual groundwater monitoring at the closed sanitary landfill was approved on second reading. Staff said the contract mirrors the prior year's scope and that the landfill has four to five years of useful life before a longer-term decision is needed.
Real estate and development approvals: The council approved multiple easement agreements (including an easement with 430 West Front Street LLC and an easement allowing Ameren Missouri to place a transformer) and passed a development agreement with Bush Creek Farms LLC for about a 900-foot High Street extension (city share about $300,000 this year, remainder next fiscal year). Council also approved the final plat for Highlands Plat 1, accepted minimum improvements and a 20% maintenance bond ($184,000).
Airport emergency repair: The council approved an emergency repair to an airport hangar roof after staff reported leaks and insulation damage in a 2012-built hangar; the manufacturer supplied 20 replacement panels under warranty and CV submitted a repair bid just under $13,000 to replace panels and insulation.
Votes: Most of the ordinances and motions were approved on second reading with routine recorded 'Aye' votes; recorded roll-call names appeared in the transcript for each second-reading vote.
What happens next: Staff will implement the purchases and contracts per the approved ordinances and return with any follow-up contract documents as required by city procurement and finance policies.
