PSO’s in-kind offer — estimated by PSO at about $1,000 per pole if charged as an installed pole — was presented as an alternative to the original cash easement payment.
Staff emphasized PSO will set the 40-foot wood poles but will not run underground wiring or supply fixtures; the city would need to budget to purchase lighting and pay for electrical wiring and installation when it chooses. Council members discussed underground vs. overhead wiring, who would pay electricity for practice or games, and options to restrict use (key control, scheduled time windows or practice fees). One councilmember described a possible annual fee or a key-based control system to manage use similar to arrangements used with local baseball organizations.
Council voted to grant the easement to PSO, with staff to finalize documentation and develop recommended operating arrangements (access, fees, underground vs. overhead placement) before lighting is activated. The action advances the soccer complex closer to future field lighting while leaving final wiring and operation details to future agreements and budget decisions.
