The Tuttle City Council approved the final plat for Villas at Hollowbrook Phase 1, allowing the developer to record a 52-lot final plat on roughly 12 acres while requiring financial assurance for unfinished infrastructure.
Applicant representative Austin Ham requested a short continuance of a related development-agreement item so the applicant could complete internal review; the council tied any continuance to the next Planning Commission meeting and approved that continuance. For the final plat, developer Gabe Woodman told the council the first construction phase is planned as 62 senior-oriented units (31 two-unit buildings) and that the developer will post a letter of credit sufficient to secure street, sewer and other improvements if they are not completed before recording. City staff and council stressed they would withhold certificates of occupancy until the infrastructure is inspected and accepted by the city.
Council members asked for monitoring of the letter-of-credit expiration dates and clarified enforcement triggers if infrastructure is not installed as promised. The council approved the final plat motion on a roll call vote, with members recording affirmative votes and staff to continue inspection oversight and bond monitoring.
