North Platte council approves leases, storage permit and traffic changes; directs follow-up on legal and maintenance questions

The North Platte City Council on Dec. 2 approved multiple routine and land-use items, including a landfill pasture grazing lease, traffic control resolutions and a conditional use permit for additional storage units at Lakeside Campground.
On the consent and related agenda items the council approved routine minutes, appointments and property reconveyances. The council then approved a landfill grazing lease with Billy Wilson covering 2026–2028; the agenda listed the lease as $9,250 per year but a council member misstated the amount during the motion as $99,250, which staff will correct in the official contract documents. Council members asked staff to clarify who is responsible for maintaining fences and the well on the grazing property; Brent (public works) said, "We make sure the fences and the well is working at the start of each grazing season," and staff agreed to return with written clarification.
The council adopted a resolution to add stop signs at Bridal Avenue and Francis Street and to create no-parking zones on Francis Street from Taber to Devco Avenue per Schedule I of Chapter 78; staff said property owners along the small affected block had been contacted. The council also approved the request to vacate or abandon Viera Avenue, which county commissioners must complete after their study; city staff noted county procedures and that the city’s consent is necessary because of the two-mile extraterritorial jurisdiction.
On land-use approvals, council members voted to grant an amendment to a conditional use permit for Lakeside Campground to add storage units at 3800 Hadley Drive after finding the application met the minimum standards in City Code §156.322. The motion included a condition that all elements of the application be complied with.
Residents concerned about annexations submitted a petition, and multiple speakers urged the council to delay certain annexations or provide more time for affected property owners to adapt. The petition was accepted into the official record.
Council approved claims and later voted to enter executive session to discuss pending litigation and real-estate transactions. Staff will return to the council with clarifications on lease maintenance responsibility, title questions for certain government parcels, and follow-up items flagged during the meeting.
