The College Station Independent School District board voted 7–0 during its Nov. 18 workshop to pursue a construction manager at risk (CMAR) procurement method for a new central office building, district staff said.
District staff presented the central-office plan tied to the 2023 bond and explained that attempts to retrofit existing buildings were impractical because of building condition and site constraints. Staff recommended building on district-owned land off Sylvester Road, behind local car dealerships near Highway 6, and using the CMAR procurement method so a construction manager can provide continuing budget updates during design and construction.
Staff reported an estimated construction budget of $25,400,000. Under the tentative timeline presented, the district would release procurement documents immediately if the board confirmed the method, seek a construction manager for board approval in January, and aim to break ground in July–August 2026. Staff estimated roughly an 18‑month construction period for the new building and said a front‑end renovation of the existing administration building would follow, with work timed to be complete for the 2028–29 school year.
Speakers discussed site planning and noted a thoroughfare shown on the city plan for Sylvester Road that staff are working with the city to re-evaluate so the district would not be required to construct an immediate roadway connection through the parcel. Staff described programmatic uses for the new central office — dedicated board and conference spaces, multipurpose rooms for district and community use — and said the design would allow future expansion.
A motion to proceed with CMAR procurement was made by Speaker 5 and seconded by Speaker 7. The board conducted a raise‑hands voice vote and the motion carried 7–0.
District staff said they would return in January with the recommended construction manager and additional project details. The board did not vote on any contract award during the workshop.
