Cole County commission approves routine appointments, budget adjustments, subdivision change order and care-leave coverage; schedules closed session

Under appointments, the commission reappointed How Dooley and Shannon Hawk to the county parks committee and reappointed Bruce Dawson and Jason Otke (motions and seconds recorded). The commission also reappointed Don Newman and Morgan Patterson to the traffic and safety advisory board and appointed Emily Altman to the county residential special services board; each motion was seconded and approved by voice vote.
On financial business, commissioners moved to approve accounts payable pending review and completed second and final readings for budget adjustments: budget adjustment No. 8 ($108,360 for the law-enforcement fund) and budget adjustment No. 9 ($50,000 from the law-enforcement fund). The commission also approved an additional quarter budget adjustment referenced at $950,000 for the law-enforcement fund.
Public-works business included approval of change order No. 1 for the Lakewood Subdivision Starwater Improvements project. Speaker 6 explained the change-order drivers — additional pipe, ditch liner and concrete pavement — producing a net increase of $88,709.28, bringing the project total to $625,936.96 (the original budgeted amount was reported as $750,000). The commission moved to approve change order No. 1 and the motion carried.
The care-leave committee (Speaker 7) recommended 30 days of donated leave coverage for a county employee; the commission approved the initial 30 days with a subsequent committee review planned to evaluate a possible additional 30 days.
On personnel and holidays, the commission reviewed a staff survey (140 employees) on 2026 holidays. Jessica (Speaker 4) reported that 64% of respondents favored leaving the calendar the same; the commission approved the court order establishing the 2026 holiday schedule as presented. Commissioners discussed whether to close the day after Christmas in 2025 but took no action to change the existing schedule.
Near the meeting’s end, Speaker 1 moved to enter closed session to discuss a personnel matter under Missouri Revised Statutes §610.021(3); roll call votes were recorded and the commission entered closed session.
