Job descriptions: Council approved a new community development (development services) specialist job description intended to reorganize how development services are staffed, and it approved updated job descriptions for the municipal utility inspector, public works project manager and city attorney after staff and council discussion about minimum qualifications and where to place required versus preferred credentials. Some councilors urged standardizing the layout of the job descriptions and making required qualifications explicit; a public commenter recommended tightening and shortening the language to improve recruitability.
Avista utility agreement: Staff asked council to authorize the mayor to sign an actual‑cost reimbursement agreement with Avista Utilities to relocate poles and overhead facilities for the Lancaster‑Meyer intersection improvement project. Staff said the utility relocation must occur during a low peak period and asked the council to approve a high‑end authorization of $200,000 to avoid schedule delays. Staff explained the lift‑station easement is part of an easement exchange with Avista and that East Green Acres Irrigation District is the local water provider in that area.
Other administrative matters: Staff briefed the council on change orders for irrigation system repairs on a Mainstream project (contractor work and sequencing) and on city hall platting and street naming; council indicated a preference to record Municipal Way for the new City Hall street to avoid delaying required retaining‑wall permits, while noting the name can be changed later if necessary. The city administrator also reported a workers' compensation insurance premium increase to take effect in January; staff said premiums are expected to double based on recent claim history and that the city will pursue safety program discounts.
Staff reports and community events: The police chief summarized staffing improvements, recent deployments and increased DUI enforcement; parks staff previewed winter recreation programming and upcoming holiday events at Majestic Park.
