Policy committee advances multiple board policies to second reading, including admission, retention and AI guidance

The Policy Committee on Oct. 14 approved first readings and advanced several policies for second reading (Policies 003, 201, 215, 815) and bundled second‑reading approvals for several other policies to move forward with PSBA review; updates include early‑admission language, retention/acceleration rules and AI/cyberbullying guidance.
The Coatesville Area School District Policy Committee met Oct. 14 and advanced several policy revisions for second reading or PSBA (Pennsylvania School Boards Association) approval.
Policy 003 (Functions) and Policy 201 (Admission of Students) received first readings; the admission policy adds administrative regulation language to allow early admission requests when a child does not meet the standard age requirement. Policy 215 (Retention, Promotion and Acceleration) was presented with revisions and a board member asked whether parents could appeal acceleration decisions; counsel and staff clarified that the principal's decision is final under the proposed language.
Policy 815 (Acceptable Use of Internet, Computers and Network Resources) was updated for content and the associated administrative regulation was expanded to include cyberbullying, social networking education and rules about artificial intelligence. The committee bundled second readings of policies on career and technical education (Policy 115), enrollment (Policy 200), nonresident eligibility (Policy 202), threat assessment (Policy 236‑1.1) and service animals (Policy 718) and recommended them for PSBA approval.
During public comment in the policy session Laurie Shannon Bailey urged careful implementation and strong parent communication on retention policy changes; counsel explained color‑coded edits and Bailey said she will monitor the policy closely.
All advanced policies will appear for further consideration at the Nov. 11 committee meeting and for full board action as appropriate.
