Las Vegas redevelopment agency approves $600,000 reimbursement for tenant improvements at Civic Plaza

The City of Las Vegas Redevelopment Agency on Nov. 19 approved a resolution to reimburse $600,000 for tenant improvements at 525 South Main Street, Suite 150, a retail space at Civic Plaza that city staff identified as for Teriyaki Madness.
Dina Babsky, director of Economic and Urban Development for the city, told agency members the reimbursement would come from a special revenue fund and that "for NRS" any work funded with RDA money would require prevailing wage. "So with that, I request your approval for the $600,000 reimbursement for tenant improvements for the tenant, Teriyaki Madness at Civic Plaza," Babsky said during the presentation.
Babsky also told members the agency reimbursement agreement is dependent on whether the associated lease is approved by the City Council. The agency’s introductory motion language in the agenda referred to an agreement between the City of Las Vegas Redevelopment Agency and "Gonzo Madness, LLC" concerning the retail lease at 525 South Main Street, Suite 150; the transcript therefore records both the legal name cited in the agenda and the tenant name identified by staff.
Councilwoman Diaz moved to approve the item, saying of the proposed tenant, "we love Jimmy John's but everyone wants some variety here," and the Chair called the vote. The transcript records only that the motion carried; no roll-call tally, second or recorded dissent appears in the Redevelopment Agency transcript.
Earlier in the meeting the agency also approved the minutes of its Oct. 15, 2025 meeting. The redevelopment agency then opened the citizens' participation portion, heard no speakers, and adjourned to begin the City Council meeting at 9 a.m.
